Pirates from Luxembourg

One of the smallest countries in Europe - Luxembourg - held its national elections yesterday. Pirate Party of Luxembourg, one of the successful Pirate parties in Europe, tried to make it to the national Chamber of Deputies. I've been to Luxembourg for the whole weekend to see what was going on; to have chance to speak with Pirates, to see what outcome might be there and what future is rising for the Pirate Movent in the country of Luxembourg.

First of all - Luxembourg is unlike most of the countries in Europe. It is a tiny nation, hard to find on maps. Yet, it is very developed country, with well-known banking system and strong economy. The GDP per capita surpasses 250 % of the average of European Union, making Luxembourg the most developed country in EU. The people of Luxembourg speak 3 languages - German, French and Luxembourgish.

They also have a very unique political system too. One might say that a small nation can have only one electoral district. However, the opposite is the truth. Luxembourg is divided into four districts (North, Central, South and East) and in order to get a seat, there is no distinct treshold that has to be crossed (like the 5 % in the Czech Republic etc).

Elections in Luxembourg were seen by the media as a referendum about Jean-Claude Juncker, a politician who had to resign due to the wiretapping scandals that took place this spring. His party, CSV, however, won in the election (33,68 % of votes). Luxembourgish Chamber of Deputees however has only 60 members, so getting a seat is much harder than in many other parliaments in Europe.

Despite honest political campaign that instead of stupid slogans encouraged voters to get informed themselves, Luxembourgish Pirates had a very difficult position. Main media were focused mostly on the big parties (DP, CSV, LSAP and the Greens). The RTL television however made it to the Pirate headquarters in Sunday night and made an interview with Sven Clement, president of the party. After that, first estimates of the results were coming in. After several quite positive ones, the main results could be seen - and they were not favourable indeed. In most of the districts Pirates got about 3 % of votes (North: 3,37 %, Center: 2,72 %, South: 3,03 %, East: 2,69 %). The official results, that came late at night stopped at 2,94 %. The biggest chance for Luxembourgish Pirates was in the Southern district, where the treshold needed was 3,5 % - yet it was not reached.

The Luxembourgish Pirates made a good job; as a new party, party campaigning for the first time, they showed what they can do - to address the voters and get support. In the political competition this is not an easy task. Next year there will be European Elections (in Luxembourg the people are going to choose 6 new members of the European Parliament).

Children safety on the internet - the .kids domain?

 Språk
Engelska

As all of us know, children security on the internet is a problematic issue. Yet an important one. it is constantly triggering a lot of discussions in pretty much all the countries and even in the European Parliament. So far we could have seen many projects in the past, that were more or less successfull - for example the infamous "Red button" plugin for internet browsers in the Czech Republic, or other programs that are supposed to protect children from many evil things on the internet.

In order to adress this issue more effectively, Amelia decided to make a written declaration on this topic. A simple text, that ask ICANN, organization currently preparing the creation of .kids domain, to make it governed and controlled by children-friendly organizations and community as well as the children themselves. Thus a possible negative influence of commercial interests from many sides constantly penetrating the Internet can be avoided. The only interest that has to be followed when it comes to .kids domain should be the interest of the children. It should not be the interest of big companies, having means to seduce children to whatever they see as a priority.

In order to debate about the issue of safer Internet and future of Internet for kids, we organized a breakfast meeting with representative of the children as well as with the children themselves. Supporters of our declaration (Maria Da Graça Carvalho, Tanja Fajon, Iliana Malinova Iotova, Sean Kelly, Petru Constantin Luhan, Cristiana Muscardini, Angelika Werthmann, Ivo Vajgl, Milan Zver and Amelia) met and talked with them. It was interesting to hear what children think about Internet; how for example bullying changed during several last years or even decades with the arrival of information technologies to pretty much every area of our everyday life.

Children nowadays use lot of services on the Internet that are originally designed for adults. For example in Germany a special search engine, that is designed for children is available However, the majority of children ignore it, as Google - the universal search engine of our times - became literally the verb for searching on the web. And many other examples can follow.

I must say, that the whole preparation of our breakfast meeting was only possible thanks to Yannis Li, a wonderful person from DotKids Foundation. Her kindess and assistance to the work we were doing was exactly what was needed in order to have our meeting running the way it was supposed to run and the support of various members of the European Parliament available.

Against EME in HTML5: The panel debate

 Språk
Engelska

Having in mind that W3C will decide about the future of EME in the new HTML5 standard in a very short time, we decided to set up a panel debate that can help to raise awareness about this topic in general.

Setting up the event was a great deal of work; it took pretty much the whole week and as the deadline was approaching, the more challenging it was to do everything absolutely neccessary in order to have it ready. Having deadlines in days is ok, but having deadlines in hours and minutes can be lethal. In the end we were given a very nice room inside of the PHS building (sorry for eurojargon - it is this building). 39 people made it to our panel session, mostly people from the EU institutions (both Parliament and the Commission) as well as other guests, journalists, or IT evangelists and other interested ones. We were also streaming our event online - and we had to overcome a lot of difficulties in order to do that. Various non-profit organizations and institutions as well as the Pirates in Belgium, Germany and the Czech Republic were informed.

Amelia's article published several days ago explains the problem with EME in general. Our debate made the maint topic much broader - and brought some interesting views.

There were three main speakers - Martin Kliehm from Germany, Jonas Smenegaard from Denmark and Glyn Moody from the Great Britain. They presented their statements about the possible introduction of EME in the standard in the beginning (shortly after Amelia's opening word).

I would choose some of the topic or perhaps a person that link all these people together, it should be Tim Berners-Lee. He was mentioned by the majority of the panelists. They debated about the way how he see the internet, how he envisioned the World Wide Web in 1991 and how his original ideas might get changed in foreseaable future thanks to the introduction of EME. One of the interesting facts is that Tim Berners-Lee actually decided to support the introduction of EME in HTML5. Yes, it is a better idea to have the encrypted contend clearly defined and regulated by a specification than just having a "black box" attached to the website - however, having a encrypted limiting content is still bad in general. Indeed that the movie studios want to have their content protected from unauthorized copying. But as the work with digital media evolves from file downloading and sharing towards providing an access to streaming services - one question remains. Will the DRM be applied only by movie industry? The answer is simple: no.

But the bigger problem is hidden somewhere else. As it was also pointed out in the debate, DRM will exist anyway, regardless on the decision of W3C. Using encrypted content is simply a common practice through the Internet these days and even now pretty much of the services of many providers are encrypted and unavailable before obtaining a decrypting app/interface. But this brings us back to the topic of the panel debate. Should this behavior become the standard? Or - Should this become the law?

The possible consequences of what could happen were outlined by Glyn Moody, the third panelist - a British IT journalist and writer, deeply interested in this issue. He see the introduction of EME as a poisoning of the waters of the Open Web. Web was once created open; thanks to open collaboration projects like the Genome project, Linux or Wikipedia it proved to be a successful technological concept. But once the Open Web is poisoned it is polluted. If EME is allowed, DRM can reach pretty much all topics and all areas on the internet (not only music or video, but also text or web-page source codes). Having DRM simple to use will result in everyone using it. User might have to think with a lawyer behind himself before clicking. The idea of free information interchange, as well as copying and sharing can be totally undermined.

Jonas Smedegaard, Danish hacker from the Debian community described EME as a thing capable of doing only one thing: Harming the internet. It can be and will be used for only one purpose, ie. to harm the original principle of World Wide Web. The progress of internet was that documents exchange was free from a need to have/obtain/buy specific or unique programs or apps. Right now this is being changed. The author offering his work will restrict the user. The user will be able only to consume the work - and he will do so only in a very specific way described by the autor.

Is this the web we want?

The discussion that followed focused much more on technical technical stuff (ie. should we introduce the DRM or not and what can we eventually do; how the introduction would look like and what would be the results). When it comes to the legal analysis - not a lot of issues were pointed out and not a lot of conclusions were made.

One might say that the panel was unbalanced and some criteria were underestimated. In weeks prior to the debate, the efforts to invite various representatives from various sides were made - me and my colleagues in Amelia's office contacted Google, Microsoft, Bussiness Software Alliance. It was interesting to see how the industry representatives simply do not want to come to the Parliament to present their issue. Either they were on a short leave to a conference in the USA, or noone was available at the office right that time... The fact that most of the speakers in the beginning advocated against the introduction of DRM actually did provoke several of the speakers with different opinions and started the whole discussion.

And for me it was a good feeling that we organized an event, that made it to the people and that addressed the topic the way it should.

English

Freedom not Fear in Brussels

Freedom not Fear. Svoboda místo strachu. Freiheit statt angst. Слобода уместо страха. La liberté pas la peur. In all languages, in many countries throughout the whole Europe a popular event was held in order to point out the importance of freedom in current digitized world.

Brussels is called the Capital of Europe (well according to Wikipedia also as a Comic city, which seems to be not very far from truth). Most of the events related to the Freedom not Fear therefore took place there.

One might say that yes - we had a conference. One might have a picture in his head: A boring conference in a center, where people do speak for hours and hours. However, this case was not the truth. Freedom not Fear is a popular event, where various movements participate. Most of them are deeply interested in the topics of our event. They did not come from Brussels or Belgium only; the participation was international. And there were not only speeches or presentation. We had several workshops as well. And what were the workshops about? Surveillance.

Saturday

Yes, surveillance is one of the major topics these days. It all started with the unveils of Edward Snowden. Even the opening speech of Freedom not Fear by Caspar Bowden here in Brussels was dedicated mostly to the current state of surveillance. In order to show everyone that we are being constantly watched pretty much everywhere (my personal impression from the keynote speech was that your existence might be safe only when you are 100 metres underground and isolated from the rest of the world) we organized an event called "the surveillance walk".

During the Saturday afternoon we simply had a walk throughout the European quarter of Brussels. A normal walk one might say. A demonstration, perhaps another can conclude. But this was no protest; no transparents were brought and no slogans or political proclamations were made. It was just a small happening and a bit of sightseeing: The European Parliament building, Berlaymont, British representation centre, Irish Embassy, German Embassy and in the end Embassy of the one and only - United States of America.

I must say that since I've arrived to Brussels I always wanted to make a nice walk through some of the parts of the town. So this event was a good opportunity. But our presence (about 30 people) drew some attention. Sitting in front of the British representation to the European Union building for longer than... two minutes resulted in one police car arriving. Staying there for a bit longer time ... and even a police van arrived. It was a nice non-verbal communication. We were watched by the police for the rest of the walk.. which pretty much proved the point of the surveillance walk.

Our nice sightseeing tour ended in front of the American Embassy. Some of us decided to handle letters against the current surveillance programs to the embassy staff. However, when we wanted them to take the letters, the letterbox "was closed". The security asked us not to take pictures of the building nor them for "security reasons". Then a mysterious guy appeared, speaking about "playing games" and stuff. While we were wondering around who was he (he did not show any badge at all) or what was he doing, he asked us to leave "or else". The else meant that he will be taking pictures of us (without our consent of course). Again a nice thing to see during a ... surveillance walk. In order not to escalate the situation, we decided to leave the place.

Sunday

During Sunday, there was a lot of interesting sessions and presentations about the current threats to privacy. I've visited several of these and two of them came to my attention especially: The speech of one of the polish activist about drones and their usage in recent years in Europe and the Net neutrality session - how is this issue being dealt inside of the European Commission. But returning to the first presentation: It was a nice one. Until then I would not imagine the ways how drones are being used today: not only for bombing the terrorist outposts in faraway countries, but also for traffic or crime monitoring. A simple drone can work automatically and it can stay in the air for even a day.

Even if both of these things were very interesting, I have to admit that dealing with legal proposals of the Commission especially after lunch can be a very hard task. And as I've realized later, I was not the only one fighting for staying concentrated or awake. There was pretty much no chance.

I would like to thank to the Hackerspace Belgium for organizing a nice closing event. We had a really great barbecue on Sunday night. Even Amelia came to the event so we could have a nice discussion related to pretty much everything that is going around, including the Belgium energy policy - initiated by a fact that you have a country with almost all highways illuminated at night, but pretty much of these lamps do not work at night. This somehow sticks to one's mind.

Monday

Most of the conferences end on Sunday. But Freedom not Fear is a different kind of an event. The Monday most of the visitors of our event had a chance to see the European Parliament building. But it was not a tourist trip only. There were meetings with various members of the European Parliament (for example Jan Filipp Albrecht, Josef Weidenholzer, Paul Nemitz, Thomas Zerdick and Claude Morales.

As it goes with most of the events inside of the parliament, it is mostly impossible to see all the events. I've participated at the roundable with Josef Weidenholzer, member of the Social Democrats group in the Parliament. There is a data protecton reform file right now in the parliament and much of the proposal was discussed during that meeting. Guys from German and Austrian citizen initiatives were also participating. Pretty much was told about the current issues and supports that can various groups in the European Parliament provide. But then again - I had a lot of stuff to do so I had to leave the session earlier.

And as about the evening - the the Freedom not Fear event ended for me in front of the European Parliament building. I got the Traveling t-shirt to a German Pirate, so the nice Dresden Neustadt t-shirt will go back to Germany (although this time to Hessen)... So speaking about the places visited.. we have Dresden, Brussels, Luxembourg, And then again we'll have some destinations in Germany. Let's hope that the t-shirt will not be lost, but will it have another opportunities to travel.

The anti-Tempora demonstration

It was a normal day here in Brussels. But not for Amelia and the Pirate community. As the people were going to work and children went to school, we were getting ready for a demonstration, speeches and handing a petition. The topic was: Internet survelliance and endangered online privacy.

Tempora – perhaps a strange latin word, but in reality a British government-run initiative that monitors e-mails, web pages, Facebook, Twitter or any other mean of on-line communication, as well as phone calls. Such an idea might be seen as noble for those who always talk about stopping the terrorism. Needles to say, European treaties were violated. To be more exact – The treaty on Functioning of the European Union was. This treaty states that every individual that is a citizen of EU has a right for privacy. This right is indisputable.

The European Comission is the body responsible for guarding this one as well as other treaties. That is the reason why we gathered at Schuman Square, Brussels, right in front of the Berlaymont building. The goal was that the european bureaucrats from the building will stop for a while and hear how the main EU treaties are being violated, rights of European citizens compromised and Internet privacy endangered. Many leading Pirates from Europe had a speech, including Amelia.

A nice lady took the box and said it will be given to the correspondent commissioner. Now it is in their hands. But we can hope that this whole issue will be on the table of the responsible people and action will be taken.

Private Copying Levies

 Språk
Engelska

Yesterday we had another meeting related to the copyright reform policy in the European Parliament. The name of the event was "Private Copying Levies and the main idea was: How to reform copyright and what should be done with the copyright levies that are payed when empty media is purchased. It was a meeting of the Committee of Legal Affairs and the main rapporteur for this issue was Françoise Castex.

At least that was the original premise. In reality, the discussion began with the speeches of representatives from the recording industry defending their positions utterly.

Current Europe is sometimes being called as the Europe in crisis. The young generation has more complicated position in the job market than before and several countries in EU are already facing severe social problems. The representatives from the recording industry used mainly this point for justifying their position and their statements, speaking about possible consequences of any copyright reform could have - a loss of workplaces that they provide. Needless to say, even they admitted that the whole distribution chain lack transparency. So even if the customer pay levies, he has no idea who he pays and what are his money used for. And I could also mention a scenario, in which these thousands and million euros paid each year could be actually used by governments for creating jobs transparently instead of being gulped by the recording industry... But the jobs were not the only argument that was presented. The recording industry also pointed out how they contribute to the cultural enrichments thanks to the levies being paid. This was done mostly by a explanation that paying a fee from private copies make cultural events more cheap and affordable. A colorful complex presentation was shown with many calculations.

The representatives of the recording industry did their best in order to convince everyone in the room for accepting their ideas and opinions. However, they were not united in their positions. Some said how the current copyright system is working well, while others pointed out how a rules done 50 years ago can't simply be applied for current world, where streaming and cloud sharing becomes the norm. The rights of the consumer were not mentioned at all, the right for making a copy of every digital document was presented as a burden that the recording industry must bear, implying it represents something unfair, causing only economic damage and loss.

Being highly irritated with the positions of the representatives of the recording industry, several Members of the European Parliament decided to respond to the speeches. I would like to name here two of them. One was the Swedish Pirate Christian Engström, the other Bulgarian conservative Dmitar Stoyanov. In order to show the possible absurd implication of current copyright policies, they used simple examples. "Why don't we impose a copyright fee on pencils and paper, I can do copies with these as well" might be perhaps a good example such an approach.

In essence: An important meeting and an interesting debate quickly turned into a fight where each side tried to take the lead position. This can be illustrated for example by a shouting Spanish parlamentarian, whose name I can't remember and who insisted that "We must act now in order to protect our industry". In the end no conclusion was made and nothing was made more clear than in the beginning of the meeting. The only thing that the chairman of the committee could do was to dismiss the session in the proper time, noting that the translators will work only till 12:30.

copyright reform

A new intern in Brussels

 Språk
Engelska

Allow me to introduce myself. My name is Jan Loužek, and my nickname in the internet reality is Aktron. I am a new intern here in Brussels at Amelia's office.

Who am I anyway? I am a guy, who is interested in Pirate agenda, as many of the agendas of other movements, dedicated mostly to the very same thing - making the Internet a place, where we can do things like sharing informations, interchange knowledge or speed up cultural progress without the obstacles that we face unfortunatelly now. To stop processes that can cripple free Internet, or that can put it into chains of someone's interest. This is the goal. Tools, how to achieve it - are many.

I can remember clearly February 2012, when I went to Belgrade in order to visit a conference, dedicated to the cooperation between internet communities and culture-related institutions. All the way to Belgrade I was puzzled by a question: How to make an interesting speech to 120 people in one room? Few hours after the actual speech I was asked to speak to cca 2000 people at the anti-ACTA demonstration at the Republic Square, prepared also by the Serbian Pirates. This was my first engagement in Pirate-related activities. Then I joined many of the pirate activities when I realized my actucal contribution can be worthy. For example, I helped Croatian Pirates during their election campaign in april 2013 - as a person, that also speak Croatian language, aside of English, Russian and Polish (the third one is a language I am actually learning).

As a very opened extrovert person the kind of activities I like contain communication with others, promoting ideas and sharing own ones. I am also a Wikipedian, a Wkimedian, a Linux guy, a traveller, and a amateur photographer (publishing all work under Creative Commons licence).

The thing that interest me the most about Pirate-related activities as well as about the Pirate Parties is the interchange of ideas and the speed of this process. There is hardly any community, that realized how important sharing actually is. Pirates are actually the one and only movement, that is truly European - as most of its participants know see the borders as lines on a map, not walls separating people, ideas or goals. Based on fast information sharing, the Pirate movement - politically represented by various parties throughouth Europe - can be stronger than most of others. I'd be happy if I could contribute to this goal.

English

Is the Turkish Government Trying to Limit Freedom of Expression on the Internet?

Since the first actions of police violence against a pacific group of people camping in Gezi Park to save it from complete destruction and its replacement with another shopping mall instead. National media has silent the protests, showcasing penguin documentaries and other kind of programmes that, apparently, were more relevant than the happenings originated in Istanbul and that spread all around the country. xml:lang="en-US" xml:lang="en-US"> reminds me to the Ministry of Truth of<span lang="en-US"

Freedom of expression and freedom of press are two fundamental pillars of a well functioning democracy. Punishing statements on the Internet as a way of repression against peaceful protest should not be admitted in any country. Moreover, and to be honest, I seriously doubt about the capacity of an unorganised group of anonymous people in their 20's to challenge Turkish national security with their tweets. What was the objective of the Turkish government with this action? I cannot see many other answers than the criminalization of freedom of expression on the internet and the spread of fear among the peaceful protesters and supporters of this movement.

Some governments seem to don´t understand yet that the Internet has no borders and that this kind of actions of repression against freedom of expression have no effect but the one of giving more reasons to join those protests.

Saying this, it is such a pity I will not be able to listen to Gürkan Özturan, the author of The Radical Democrat, on our next conference, dealing with internet and social media as tools of freedom, which we are co-hosting with MEP Paweł Zalewski.
